Data on Parking Demand in Chennai City
Summary
Master Plan document projects parking index in the range of 1.5 to 2. However latest surveys and case studies show that in many areas, especially in commercial areas, the average index is around 2.5. This translates to an increase in peak parking demand of about 250% above the available capacity[2].
Chennai City Connect team conducted detailed survey of two commercial areas in Chennai: General Patters Road and Adyar. Using this data and data from CMDA sponsored studies; the team has compiled this report on the parking situation in Chennai.
Though the data and survey are based on specific roads in the city, the following calculation gives a good picture of the overall parking situation across the city. (Note PCE is Passenger Car Equivalent). :
- New vehicles on road per day: 1780
- Average growth rate per year: 8.4%
- Two wheelers, out of all registered vehicles: 77%
- Demand: 13,000 PCE in 2003 >> ~21,000 PCE in 2009 (8.4% compounding over 6 years)
- Supply: 5100 PCE in 2003 >> No visible increase in supply[3]
- Gap (2009 Demand – Supply): ~16,000 PCE

Parking Deficiency in Chennai
The city is experiencing a huge gap between demand and supply of parking space. Master Plan Document of Chennai Corporation says;
‘Based on field surveys covering 360 critical stretches, the total peak parking demand in the city is in the order of 13,000 PCE against a supply of 5100 PCE. For example the supply in T. Nagar is 794 PCE against a demand of 2151 PCE and the supply in Parrys is 704 PCE against a demand of 4426 PCE. The haphazard parking has led to loss in the road capacity that ranges between 15% to 60. The demand for parking in CBD is 1.5 to 2 times the supply and the acute shortage of parking supply is pronounced in the commercial areas of Anna Salai, T.Nagar, Purasawalkam and Mylapore. Parking is inadequate along the major arterial roads.’
Vehicle ownership is rising at a rate of 8.4 per cent per year in Chennai city1 and 2009 statistics shows that the number of registered vehicles is 23, 95,529[5].

Case Studies
Case Studies were conducted at two locations namely; General Patters Road and Adayar Road (Gandhinagar 1st Main road from L.B road junction to Madyakailas) to find out the present demand for parking. Studies show that there is a deficit of 200 % parking slots/ area on these roads as described below. This is significant as it correlates with Master Plan details as mentioned in the beginning[6].
